This is a trans-national educational and research project funded by the European Commission Asia-Link Programme. The Project is scheduled to last from 2007 to 2010 and is led by the Institute of Educational Technology at the UK Open University (OU) with partners from Lews Castle College, University of the Highlands and Islands Millennium Institute, Scotland (UHI) Anadolu University, Turkey (AU) Royal University of Bhutan, Bhutan (RUB) Tribhuvan University, Nepal (TU) Maldives College of Higher Education, The Maldives (MCHE) Build Bright University, Cambodia (BBU) The proposal has been built upon the strengths, constraints, and opportunities that were identified during a previous Asia-Link project, and has been matched with the institutional expertise of the chosen European partners.

The primary focus of the proposal stems from the need of the Asian partner institutions to improve the quality of their systems for teaching and academic administration and to do this in a more open and flexible format. In part these problems arise from lack of adequate finance for educational resources (e.g. up-to-date literature and new educational technologies) and in part due to the lack of maturity of the current educational systems. The project aims to overcome these through the joint development of resources and the input of expertise in technology and educational systems.

Three specific needs have been identified and will be addressed by this proposal: 1) quality assurance processes in higher education, 2) knowledge of sustainable development processes and 3) access to education by females. Half of the partner applicants are female; half are specialists in quality assurance processes and two are specialists in sustainable development. Consequently the project can be seen to model the processes it advocates. Nepal and Bhutan who took part in an earlier Asia-Link project and will play a major role in cascading the know-how they thus gained to a new group of beneficiaries which have so far not participated in Asia-Link projects – the Maldives and a private university in Cambodia. Finally, a new European partner – Turkey will join two UK partners from the earlier Asia-Link project. All of the European partners are from distributed universities and the focus of the inter-European work will be on establishing benchmarks of quality assurance for distance teaching. This is thus a large project consisting of seven partners, each with a strong role to play in the project activities.

The communications platform for networking the partners is a group hub at http://edushare.grouphub.com for which each partner has an individual password.
